Job Description :

Seeking a Senior Technical Analyst to serve as a Technical Project Manager, responsible for administering and coordinating Court IT projects with trial courts, justice partners, and vendors. This role will manage projects from initiation through implementation, ensuring tracking, reporting, and timely deliverables. The Senior Technical Analyst will work closely with architects, developers, security engineers, vendors, and court IT staff to deliver technology solutions supporting application and service development.


 


Responsibilities:



  • Provide project management and leadership across multiple technical projects.

  • Define project scope, goals, and deliverables aligned with organizational objectives.

  • Develop project charters, detailed task plans, schedules, and work breakdown structures.

  • Manage project financials, including budgeting, forecasting, tracking, and reconciliation.

  • Track progress, manage project risks, and implement mitigation strategies.

  • Communicate project status, issues, and milestones to stakeholders and leadership.

  • Coordinate with internal teams, external vendors, and justice partners to ensure project success.

  • Facilitate issue resolution and escalate when needed.

  • Lead cross-functional project teams, providing guidance, training, and performance feedback.

  • Manage complex relationships among customers, executive stakeholders, and user groups.

  • Ensure projects are delivered on time, within scope, and within budget.

  • Develop and deliver monthly status reports and maintain project documentation.


Required Qualifications :

Minimum Qualifications:



  • Over 5 years of experience managing mid-to-large complex IT projects.

  • Proven track record of leading multi-stakeholder projects with successful outcomes.

  • Experience developing project plans, schedules, deliverables, and risk management strategies.

  • Strong expertise in budgeting, forecasting, and financial tracking for technical projects.

  • Skilled in building coalitions across diverse stakeholder groups.

  • Experience with full system lifecycle design, development, and deployment.

  • Ability to present complex information clearly to technical and non-technical audiences, including executive-level leadership.

  • Experience managing technical project conflicts, escalations, and resource management.

  • Proficient with MS Office applications including Word, Excel, Project, and Visio.



  • Experience with Judicial Council, California trial courts, or government/public sector IT projects.

  • Knowledge in cloud services (AWS, Azure, GCP), SaaS, PaaS, IaaS environments.

  • Familiarity with application development principles, system security, and networking concepts.

  • Experience in web-based application deployment and cloud security.

  • Certified Project Manager (PMP) and/or Agile/Scrum training and certification.

  • ITIL-based service management experience.

  • Ability to produce technical documentation, project summaries, network diagrams, and implementation plans.


 


Equipment Requirements:



  • Candidate must provide their own laptop with full disk encryption and software such as Adobe Reader, Microsoft Word, Excel, Project, and Visio (2010 or newer).

  • Candidate must provide a mobile phone for project communication.
